I remember this story when it first came out. Thought it was the train crew that called him in. In any case, most of it was caught on audio. The problem was that when the first officer arrived and contacted the kid, instead of the kid calmly explaining what he was up to, he got upset and started crying. Kind of hard to judge if the kid is crying because he was caught doing something or wasn’t doing anything. It’s called being detained in cuffs, until it can be determined if there was a crime involved. If they are excited it keeps them from wanting to fight or run. Looks like that is how the majority of the court is looking at it. He certainly wasn’t free to go, but it was not necessarily an arrest.
