Last time (some years ago) I checked several bridges in the area were controled by a bridge tender at a nearby bridge, there was talk at the time of the railroad dispatcher controling the spans but I don't know if it happened. This is a good reason for the machine operator to shunt the track---this way the occupancy would show up on the track circuit and the bridge wouldn't lift even if it was told to do so.
