In a way it always has been. The right of way components have of course been let out to bid. Just about everyone bidding has been a consortium with at least one European component. However station design, operations, rolling stock acquisition and operations has always been intended to be either with the assistance of an existing operator (for station design and such) or actually by the eventual operator, including rolling stock purchase and operation of the system.

One could consider it hybrid construction/design/operate.
