I thought that the SP&S FA is privatly owned and that's the reason it's not at the museum.
Museums exist to tell a story. Considering that Portland is in SP&S territory, having that locomotive repainted and on display would better represent railroading in the PNW. The three steam engines are perfect for representing PNW railroading which is the reason they were saved in the first place. The new UP SW10 also fits in nicely with UP's strong and long history in Portland. The GN F-Unit would have fit in nicely. It's too bad it got stranded in Tillamook. I know Doyle is the big kahuna at the museum and has been a key figure in making the museum happen, but his two Nickle Plate locomotivees are as out of place there as a GG1 would be.
