I believe the Napa Valley electric line origionally planned to go to Lake County as well, and then there was the narrow-gauge Colusa & Lake RR that only made it to Sites, in the eastern foothills (and whose grade can still be seen today west of Maxwell). No common-carrier railroad ever reached Lake County; per a article by Ted Wurm in "The Northwesterner" (NWP Historical Society) some years ago, the only rail operation in the county was a short-lived one-engine logging line during WWII.
