California has ruled that runoff from washing locomotives and trucks must be captured and processed. This also applies to pressure washing gas stations. All the waste/runoff must be captured and treated/processed.

If you take notice, gas stations no longer get steam cleaned any more.

As for locomotives, the required "booth/pad" for that to be done is quite expensive.
