The Mouse has spurred me to go a bit (only a bit) deeper. Here is the Treasury Department Study referred to previously:

https://www.treasury.gov/connect/blog/Documents/final-infrastructure-report.pdf

And here is the bottom line:

- - California High Speed Rail - -

Net Economic Benefits, $195,450,000,000 over 50 years (the second highest of the 40 projects).
Benefit to cost ratio of between 4.0 and 7.0 when measured over 50 years.

and for comparison:

- - North-East Corridor Improvements: - -

Net Economic Benefits, $150,000,000,000 over 35 years.
Benefit to Cost Ratio of 2.0 to 4.0 when measured over 35 years.

The measurement period does affect things, so the report mentions them. The highest bang for the buck and highest Net Economic Benefits project is I-10 from coast to coast.

The whole study is worth reading to see what is to be done, and to compare with the 70 page proposal from President Trump to be released real soon now.
