So two additional trains on this route. Will that make the dispatcher's job a lot harder given current traffic levels?

The article mentions the cost of new locomotives. But does WSDOT also have to pay the carrier (BNSF, UP) to host these two new trains? I suppose if I search around I can find an answer.
