To clarify:
There are two "overspeeds", both of which are intended to protect two different kinds of rotating equipment on a diesel locomotive: 1) diesel engine rpms overspeed, specified by the engine manufacturer, which protects the engine from damage which can result from rotating to fast; and 2) train overspeed which is related to wheel diameter and gear ratio and designed to protect the traction motor armatures from mechanical damage on account of spinning to fast.
When railroaders use the term "overspeed", well over 90% of the time they are referring to train speed.
