According to Altamont Press' Northwest Region Timetable # 7, the entire Yakima Valley Subdivision from Pasco to Ellensburg is single track TWC, with CTC " Islands " at several sidings including a 7200 foot siding at Toppenish, WA. The crossover you referenced may only be a connection to industry tracks at one end of the CTC siding, as Toppenish at one time had several packing houses served by rail.
