The cars are simply worn down and electrically problematic. Parts for refrigeration are difficult to obtain and there remains issues with the flooring, access to replacement windows and likely not structurally stable frames. Cost of rehab isn’t worth it when it’s more cost effective to run 11/14 without. These cars are nightmares for Amtrak Public Health and the FDA. Water tanks are also problematic with age.
