As for the oil part of the question. Nearly every small town in the 40s and 50s had a local bulk plant that would receive fuel and bulk oil by rail. Now days, some of that traffic has returned to larger distributors that often get diesel and ethanol (for blending with gasoline) and in some cases bulk motor oil for packaging. Local oil distributors that get products by rail exist in Lewiston,Idaho, Wenatchee, WA and Spokane, WA are some I've seen in the last month.
