One abandoned ROW in France is being pushed for MuskHypeTube. Presumably ex-SNCF. Overall it seems policy favors the TGV concept over lesser and slower lines when it comes to maintenance. The SNCF also apparently is carrying quite a bit of accumulated debt, which could become more of a problem with rising central bank rates.
