Yes, that is the idea. I haven't heard if the FRA has yet issued the new standard but the idea is to use passenger safety as the figure of merit. The old line about buffing strength is that it is like putting a mouse in a safe and dropping it off the Empire State Building. "See! The safe has minimal damage. To bad about the mouse."
