Complicated Donner Pass Statement/Question

My memory lacking. 1913 to 1924, SP puts in a second mainline over Donner Pass. My assumption is, the original CP track was considered track 1 and the new line was track 2. Correct?
Uncle Pete gets the pass in 1996. In 2012(?) they begin changeing out the one direction signals on both tracks 1 and 2, to bi-directional signals on both tracks so as to make the two tracks more fluid. Was it SP or UP who changed the track number designation from say Roseville to Emigrant Gap as being (CP TK 1) Track 2 and (SP TK 2) Track 1. Has it always been this way? If not, who changed it? When was the change made? Did it have anything to do with the bi-directional signal project? Does it make sense at all?
