BNSF Double Track in Spokane Valley

BNSF is planning on filling in the only gap in the double main between Hauser, ID and Spokane, WA. Including building a new bridge over the Spokane River. Here is an article from the local paper.

I'm not sure why they're so concerned about Sullivan Road since the road crosses the tracks on an overpass. Maybe it doesn't have room for two tracks as it exists now.
