Sulfuric acid for Kennecott in SLC

I regularly see sulfuric acid tank cars going through SLC for Kennecott Copper. It seems to run about 50 cars every train, which might be daily or every few days.

I have a couple of questions.

1. Where do they manufacture the sulfuric acid?

2. The tank cars appear to be loaded both ways. Are they hauling "used" sulfuric acid back? What form does that take? Or am I misreading the car springs?
