Exeter, CA Railroad Scene in 70's and the Serial Killer Ex-Exeter Cop?

Monstrous serial killer and rapist Joseph DeAngelo was arrested Tuesday. He was a cop in Exeter from 1973-75 or 76. Ex-navy, Vietnam vet, born around 1946. Joined force May 1973. Probably some railfans met him at some point while taking pictures down there.

What railroads were in Exeter? Seems to be a fairly common railfanning site in the old days? Was it SP only? how busy was it and what line was it on? It looks like it has been cut down to just an industrial lead these days with a shortline SJVRR.

Population only 10,000 so, given a small police force, wouldn't be surprising if anyone met this guy. He is also suspected of being the Visalia Ransacker who engaged in a number of burglaries starting in 1975.
