Nevada Dual tracks

A year or so ago UP installed dual direction signals on the paired tracks between Winnemucca and at least Beowawe. At that time I thought that was an expensive effort for an outcome that is not really needed. About 3 weeks ago I finally saw a couple of E/Bs on the W/B side near Valmy. Does anyone know how often they are running that way and again I ask

(besides the typical "gives the RR flexibility") why UPRR would spend millions to make this section of NV "Dual Direction"?
