Iowa Pacific - why don't employees just walk?

Question, and not to be inflammatory toward the people actually enabling Iowa Pacific Holdings to continue operating (the T&ES folks moving the trains and not receiving paychecks, that is).
I know there are many factors involved with people's decisions to stay where they work, often driven more by quality of life, lack of other jobs in the area, no desire to work for a Class 1, etc. But if you aren't getting paid, what's keeping you there? IPH would cease operations tomorrow if all the non-paid or late-paid employees said "Enough" and just walked to take a job which each least delivers a reliable paycheck. And if the rates are as low as they were on the SLRG when I was doing some work out there a few years back, they aren't hard to match or beat at just about any other job out there.
I salute those who have hung in there; you are obviously very dedicated people. Just wondering if it's "that time" now.
