As a son of a civil servant who worked 29 years for the DOD, I have NO doubt that the money is being poorly spent,the project designed for the convenience of the vendors and consultants. At the risk of repeating what I have said before, the structure of this government is to extort from the proles (that is all of us who are not the 1%) and pass the money to the kleptocrats. IF something actually useful gets built, that is a nice by-product, but NOT the driving raison d'etre.
