Having been going to Wallowa County for 60 years and having owned property there for more than 30, I would have to agree with you. There are few City Councils more dysfunctional that Joseph has. Joseph itself has such a split personality with the old timers objecting to all change, and the new artsy people wanting to make it a version of S. California. I was going to buy a lot in Joseph and build a house, but quickly gave up on the idea after seeing what has gone on the past couple of years. Other than the local Joseph hardware store, I do my shopping in Enterprise.
