There is a pretty long cab ride video from Bar up to the Serbian border, shot by an actual engineer.

The civil war and neglect of maintenance did thake their toll on the line (maximum speed rarely above 50 km/h). There are refurbishing works going on, partly financed by the EU.

Considering that existing line, it is highly surprising that Montenegro fell for a highway. IMHO, that money could have better been spent on double tracking the rail line.

Yes, the landscape through which the line goes is catching.
