If the state is so bad for business, why do so many high-tech entrepreneurs locate in Silicon Valley? Why is the greatest concentration of manufacturing in Southern California?

Do you think you may be contradicting yourself here? If California is so bad for business, there would not be the level of economic activity which causes so many people to consume transportation infrastructure at the same time.

Circling back to the subject of trains, that traffic congestion which makes investment in light rail and commuter rail worthwhile.
