Potential AC TRANSIT join JPB?

Why no Caltrain to Oakland? After the JPB was formed, Counties some counties have failed to join in. I don't see JPB doing their job.

Observe the map on page 23 of the following:

You see? There is need for commuter service from Gilroy to Berkeley on the East Bay. BART doesn´t count, were talking about Caltrain here. Once Dumbarton exists, it will leave passengers stranded at Union City... Not even the Oakland Coliseum.

Perhaps it's time to unite ACE and Caltrain.
