Extreme double standard, taxpayer ripoff?

In San Francisco they created a "Poop Patrol" and workers in basic protective gear sweep or power wash the discharges's of the homeless or mentally ill into the street, When a train hits a trespasser why are the consists and its passengers "Held Hostage" for hours waiting for a special crew in full hazmat gear to remove and clean any human remains or bodily fluids off the consist before it can proceed at great expense to taxpayers because its considered a bio-hazard? I would think your average homeless person discharges would be far more a "Bio-hazard" that your average trespasser, Why cant the local fire department just hose it off? I think its just a taxpayer rip off!
