A connecting track would not have needed to be built, as a connecting track already existed (and still exists) in Oakland via the IER flyover. If the Key System had ever decided to move freight via the bridge (barring all of the other constraints mentioned above), they simply would've switched from the SP mainline to the Key System via the IER flyover (I believe it was called 34th Street Junction at the time) through the "Bridge" yard.
