Doesn't one of them already make sort of a new-age tinkling glass bells spacy sound at low speed?

The noise is mandated by federal law. The precise noise to be used is up to the carmaker. I could see Ferrari (which has a plugin hybrid!) using a recording of its V12. A plugin hybrid or electric police car might mutter "D'ya feel lucky, Punk?"
