Those short sidings were specifically put in to move the passenger trains
I think he left out Wave
Ortega suffered a slide near the north end- still plenty of room for a siding to meet passenger trains.
But the NimSkulls would fight it. Down below are birds and nudes.

As for 'absolute priority"- That's a dumb idea.
IF all goes well sure, but as soon as there is some problem, every thing goes to hell.
A former, very good DS [ all over the SP system] , Bill Neill, can explain it to y'all.
He has many stories of his experiences, including being ORDERED by superiors not to delay thisandso train, but he did, knowing that overall the only way to avoid meltdown is to make small, wise, adjustments and minimize delays. When he did the phone would ring and he'd get his ear burned by a superior dummy who had no clue about keeping a railroad running.

Dumb dispatching is not a part of this discussion- it remains Dumb.
Then again, UP ran off nearly all the good ones, figuring a 7-11 clerk can do just as good a job.
