They were used on the Eagle Mt. (and everyplace else) to secure a cut of cars. Eagle Mt. had some good grades and if you left a cut of cars out on a siding on one of these grades, in addition to setting the required number of handbrakes, you put a skate under the wheel of the lead car just to make sure the cut didn't wander off on its own.
