Unnecessary welding access holes at TBT?

If that article is correct, project boneheads didn't include the welding access holes that are designed to keep workers from welding themselves into a corner. (LOL) Then amidst bureaucratic confusion they later added them, when they were no longer necessary because the welds were already done. (Forehead slap) Which resulted in the structure being weakened/compromised by these now cosmetic holes. Tranny Bay Terminal?
