1. The press release implies that at least some international off the shelf HSR equipment might be able to operate on shared track with commuter rail and freight traffic below 125 mph. Is that actually the case, or are the crash standards still too tough for existing foreign equipment?

2. Does this open the door for commuter agencies and Amtrak to buy cheaper to operate and lower cost off the shelf Euro DMU's? (Excluding the Buy America provisions/percentages factor)

3. Would the Nippon Sharyo cars that barely failed the previous crash test standards now qualify?
