The basic lines and language of this position paper from Arnold seem to date from a few months back.

In its current iteration SMART is not fixable as a transit op; but it can be of course "expensed" if the local taxpayers want to subsidize royally. To some degree they already are ponying up with the ferries, a pricey mode.
