I look at it this way-- whoever put in Tier IV requirements, Obama or not, should be thanked...because they are bringing some very interesting rebuilds to some of the Class 1s, particularly NS. Sounds like CP is next in line.
A friend at one of the Class 1s who works with Tier IVs (on the engineering side, not T&ES) noted the Tier IVs are more expensive to purchase, require more maintenance, and get lower fuel economy than previous models. This is exactly why NS and now CP are going down the rebuild trail. Others may follow soon.
