old story revived. SF is in theory entitled to RE taxes from whoever owns the parcel, or as with anyone else can sell the land for the "back taxes". Pretty common when money gets tight. As to intelligence or political beliefs, it would be irresponsible of gov't officials not to try to collect the unpaid taxes.
