20 MPH Max - probably reduce breaches (and severity) by 90%.
Single person crew as a concession (they are safer anyway!)

No it won't, run them on all the secondary trackage you are hoarding, quasi-dead... you'll actually have a crew base there to run detours or empty trains or low value slow freight so it doesn't gum up your key mainlines that run those "money-making" stack trains you steal from each other...
