Are any of the locomotives there or are they all running around loose?
"Loosing" power would imply that.

As for electricity, they lost power - present tense "are/is losing."

Sorry, but I see this error so often that it bugs me. Much like using "breaks" instead of "brakes." the only relation in the latter case is that when one loses brakes, something breaks.
