Although I do not currently live in the Bay Area, I have visited San Francisco, Oakland and other communities in the bay area many times, most recently in December 2018. I also consider myself a liberal. Although there is a lot that I like about San Francisco, in the all the times I've been to The City in the past 40+ years, I never considered it a "Utopia." Can't think of any place I would call a "Utopia."
However, one aspect of San Francisco which makes it so appealing is that it is a great transit city. I never rent a car when I travel there. During my December visit, I rode BART, Muni (Electric Trolleybus, Light Rail, Market Street trolleys & Cable Car), Golden Gate Transit (Ferry & Diesel Bus) and the SMART train. The Clipper Card made it very convenient to ride all of these systems.
During previous visits, I also rode CalTrain. During this visit, I only went to the CalTrain Depot in San Francisco to get a few photos. That was the only place I encountered any real unpleasantness - a number of guys drunk and/or drugged out laying around on King Street. However, no one bothered me and I got my photos.
It was uncomfortable, but the experience certainly did not define my visit.
During the 1980s, there was a TV show on one of the major broadcast networks about San Francisco's transit systems. The narrator described San Francisco as a "transit junkie's paradise."
So, with respect to transit and transit only, I guess you got the part about "junkies" correct.
