With so many billions being thrown around in transport it is understandable organized crime would be interested. Still none of the "capi" like Lucky Luciano, Vito Genovese, Carlo Gambino, Meyer Lanksy et al could come up with a corrupt scheme to equal Bechtel gauge.
The only organized crime boss to outdo that would have been Alfred P. Sloane, the capo of GM and the chief founder of the highway lobby and key figure in the postwar massacre of electric transit in the US. If there ever were a rogues gallery, a list of villains, in "Global Warming" it would be Sloan at the top of the evil genius chain of command.
And they issued a stamp for that reprobate.
