Amtrak tickets not scanned on Surfliner

I hadn't ridden Amtrak Surfliners in years until the other day.

No conductor ever appeared between Oceanside and LA to scan e-tickets. There were no seat checks above the seats either.

What's to prevent everybody onboard from reusing their tickets or trying to obtain a refund?
