Marina and Sonoma counties share two distinctions: beautiful landscapes and slow-crawl commutes. On Nov. 4, voters in both counties can ease freeway crowding in a way that should improve their treasured environment.

Measure Q would add a quarter cent to the local sales tax to upgrade an unused set of tracks into a commute rail system. It would run for 70 miles from Cloverdale in the north down to a terminus in Larkspur, a short walk to bay ferry terminal. There would be 14 stations along the route, many placed centrally, such as downtown San Rafael and the Marin Civic Center.

The system will take time to pick up riders and may take several years to begin running. But it's an opportunity too good to pass up: an existing rail corridor that can easily serve people where they live and work.

The measure is basically a rerun of one that fell just short of passage in 2006. A combined two-thirds vote in both counties is needed, a high threshold in tough economic times.

The alternative isn't attractive. The main stem of Highway 101 will continue to be a bumper-to-bumper crawl even if it's widened. Adding bus service means feeding more vehicles onto the same crowded road. The Sonoma-Marin Area Rail Transit plan offers a long-term chance to ease traffic, cut pollution and widen the transportation choices for commuters.
