Using electric track brakes for emergency brake applications goes back to the PCC car of the mid-1930s, if not earlier. West Penn and some tramways in the UK used them for normal braking, not to mention cable cars since the 1870s. The principle of track brake-like brakes goes back back even further: at least 1590.

The reason the Siemens cars are getting flat wheels is that the friction brakes of the wheels have been set for too high a braking ratio, particularly in emergency.
