As I understand it, this is a response to a recent company town hall meeting suggesting an additional unit will help westbound trains go up the hill a few miles per hour faster. Don't know if this is just a test or will be more permanent.

Think about it. Velocity on the hill should be a big deal since it is mostly single track. Eastbound trains and returning helpers have to wait at Blossburg or Elliston for any westbounds. With the amount of traffic MRL sees these days any slow portion of the railroad can and will snowball into a mess.
