Oil Train in Edmonds WA today

I saw a train today that baffled me a bit. Southbound (I guess that's railroad west on the Scenic Sub) at Edmonds WA about 4:00 p.m. It was all oil tankers except for the buffer cars at each end. Two CN units (2928 and 3854) on the front, and two more CN units (3199 and 2519) on the rear.
Why all the CN power? I assume this train came from Cherry Point or Anacortes, not anywhere in Canada. Or is that an erroneous assumption?
