Unless things have changed recently (last 2-3 months) all car storage. Frontier Rail sold the Port of Royal Slope that they could develop traffic. What they developed was car storage. The Port, could have done that themselves and made more money. Since the traffic went out the window, and it became car storage, thee has been a bit of rub between the parties.
