The plan I gave to a then BART director (literally on the back of an envelope) in the early 90s was for an outside the terminals 3 mode station. The idea was RO/RO BART tracks 1 and 6 platforms, Airtrain tracks 2 and 5, platforms, Caltrain tracks 3 and 4. The idea was to have it weather shielded, no stairs between modes, and since no matter which terminal picked, one still needs Airtrain to the others., convenient. This could have been north of Millbrae.
Worth noting, taking a tour of the south west side of SF to access SFO which is on the Bay is "around your... to your elbow." What we got was the camel's nose pointing to SJ because w/o the parking structure at Millbrae, the usage estimates didn't pencil out. Given the immense cost we were treated to Sam Trans having to do service cuts in order to pay their buy in and very high fares to the airport.
