Kent (WA) PD does this at least twice a year in conjunction with the BNSF. The Smith and James street crossings are the ones targeted. Even with the PD on foot pointing cars over to the side street blocked off to facilitate issuing tickets, people still pull onto the crossing to wait for the traffic lights.
You would think with cops in uniform standing at the crossing pointing people over to the ticket area others would get the message. Nope.
