I'm posting this to let you know that I saw your question. Unfortunately, I wsn't able to find a satisfactory answer for it. I hope someone from Caltrans, Public Works, or Civil Engineering will be able to give us some good info.
From what I was able to learn, R/W posts seem to usually have easily-visible info embedded in them, such as a "C" indicating "California". Also, California's seem to not be as tall as those shown in the
photo.
