Not exactly. The Roseville yard was built to replace the Sacramento yard, necessary because there was no room to expand the yard in Sacramento. Sacramento was the crew terminal and main switching location in that part of California while Rocklin was just a helper station (every SP history writer has misinterpreted the construction of the Roseville yard, not even mentioning Sacramento).
