Dumping the freight, makes no sense...if both clashed, I could see it. but both are running at different times...Focusing on the southern end makes good sense...I doubt that the freight traffic will increase, but stranger things have happened.
Now te redwoods that have been cut in the past have regrown and will be ready to be logged again, If reloads were setup in Ukiah and Cloverdale, then comes the possibility of more freight traffic...The Sierra Northern has plans to move the gensets they bought from UP to Willets and Ft.Bragg...How sierra Northern plans to get they units north raises questions.

The tunnel on the Cal western is still out of service and no trackage from Winsor to Willets
is so far from useable, its not funny.. There was talk of a reload in Ft. Bragg which maybe Sierra Northern got their attention, but so far this is close to dreaming.
